The Defense Intelligence Agency (DIA) Office of Small Business Programs (OSBP) is committed to increasing acquisition opportunities to small businesses. We understand how forming partnerships with the private sector enhance the DIA mission and support US growth. Small businesses represent ninety-nine percent of all employer firms and generate up to sixty-five percent of new jobs. Their contributions to our National economy in terms of innovation, job creation, efficiency, increased competition, reduced prices and quality sources of supply warrant the inclusion to the greatest extent possible of small business when making federal contract award decision.

PTAP: What They Do For You

The Procurement Technical Assistance Program (PTAP) was authorized by Congress in 1985 and provides matching funds through state and local government and non-profit organizations to establish Procurement Technical Assistance Centers (PTACs) regionally dedicated to free and low cost assistance to businesses who want to participate in the government procurement process, whether federal, state, or local. Having locally run PTACs allows for flexibility and customization of each program to the needs of area businesses.
Virginia PTAP’s mission is to “Help business do business with government”, both federal and state/local. Our services cover the full range of information, from the very basics for newcomers (FAR, FBO, SAM, DSBS, and more) to WOSB, SDVOSB, GSA schedules application, 8(a) certification, and more. We help our clients understand how to analyze and respond to RFPs, the advantages of priming and subcontracting opportunities, and assist with more intricate company-specific challenges including pricing and compliance questions.

Financial Engineering Counselors, Ltd.
Richard Lewis formed Financial Engineering Counselors, Ltd. ("FEC") to enhance the counseling of small and medium size government contractors and commercial companies with their working capital requirements. FEC assists management by arranging for financing, as well as working with the company’s management in compiling the required financial, accounting, and overview reports that lenders require.
