Keynote Speaker - Lisa Wood (8:05 am  - 8:55 am)
"Marketing to the Government"

Lisa Wood is the Statewide Director of the Virginia Procurement Technical Assistance Center (PTAC) hosted by George Mason University. Prior to that, she served as the Statewide Director with the Connecticut and Ohio PTAC programs and was also Director for the Northwest Commission PTAC in Pennsylvania. Before joining the PTAC community, Lisa was a Procurement Specialist for Bechtel Plant Machinery, Inc. in the Greater Pittsburgh Area. In this role, Wood performed contract administration and negotiation duties. She also recommended bidders, handled issue inquiries, negotiated bids, performed cost and price analysis, and prepared comprehensive letters to justify recommended contract actions.  Ms. Wood holds an MBA from the University of New Haven and a BSBA through Robert Morris University of Pittsburgh where she is also pursuing her PhD in Instructional Management and Leadership.

I worked as a risk management and insurance consultant for several national insurance brokerage firms for 30 years, handling all types of clients from small businesses to Fortune 500 corporations. After early retirement, I formed a risk management consulting firm, working primarily with one of the largest construction companies in the US. While still consulting, I joined the SCORE DC Chapter and have been a mentor and outreach coordinator for the past 11years.

As the SCORE DC Outreach Coordinator, I have spent 6 years attending numerous small business events, giving workshops and spreading the word about SCORE's fantastic, free mentoring opportunities.

In conjunction with the SBA and AARP, I have participated in numerous Encore Entrepreneur webinars. Being a Vietnam Vet and remembering the obstacles I had after leaving the military, I have focused on active duty military personnel, veterans and military spouses. Through the Boots to Business workshops and mentoring to all levels of the military, I have increased my knowledge of what is needed to translate military skills into business successes.  I have also presented frequent workshops and panel discussions at the US State Department's Foreign Service Institute and, in 2017, I presented workshops on entrepreneurship to help business students at Bowie State University.

​Sidney Ozer is a Contracting Officer with the US Government Environmental Protection Agency Region 3 Office in Philadelphia. Before moving to EPA, he procured goods and services for the Navy, Defense Logistics Agency, and General Services Administration. At EPA, he has decades of experience acquiring the evaluation and remediation of Superfund Hazardous Waste Sites in DC, DE, MD, PA, VA & WV. He also procured EPA IT, laboratory services, Capitol Hill Anthrax and Katrina/Rita contracts. He has been recognized with EPA Bronze Medals. In addition, he served as President of the Greater Philadelphia Chapter of the National Contract Management Association.














Annette Owens-Scarboro  (3:05 pm - 3:55pm)
"How to Conduct Business with the NIH."

Ms. Owens-Scarboro serves as the National Institutes of Health (NIH) Small Business Program Manager, and reports to the Head of the Contracting Activity (HCA), Director, Office of Acquisition and Logistics Management (OALM).  She was formerly the acting Deputy Director for Operations in the Department of Health and Human Services (HHS) Office of Small Disadvantaged Business Utilization (OSDBU) and a senior Small Business Specialist supporting the NIH team of four small business specialists. She has supported all ten-operating division at the HHS as a specialist.

Ms. Owens-Scarboro is responsible for providing operational and technical assistance on a day-to-day basis for acquisition and program officials and overseeing and managing special projects. She participates in numerous state and local government and private sector outreach activities and represents the OSDBU and NIH HCA at speaking engagements and conferences.  Additionally, she has served as an advocate and liaison for the Small Business Community marketing their capabilities to the HHS, NIH and other government and private sector communities.

With 45 plus years of increasing responsibilities in the acquisition area, Ms. Owens-Scarboro has extensive administrative and managerial experience. She has served as an EEO Compliance Committee Chairperson, Contract Administrator, Contract Specialist, Close-out Specialist, Contract Compliance Specialist, NIH Small Business Specialist, Project Officer, COR, and Program Analyst.















MR. JAMES C. LLOYD  (4:05 pm - 4:55 pm)

​Mr. Lloyd is currently appointed as the Assistant to the Director, Office of Small Business Programs for the Office of the Secretary of the Army and the Program Manager for the Veterans and HUBZone Small Business Programs. He is directly responsible for providing leadership, management and oversight of these programs as well as implementing policy oversight in regard to new and complex concepts, theories, statutes, regulations and DOD policies governing the participation of small businesses in Army contracting. He also is responsible for executing the Staff Assistance and Review Program, which provides oversight over all of the Army’s Major Commands and acts as the executive liaison with the Secretary of the Army and the Chief of Staff.

Mr. Lloyd is an acquisition professional with more than 25 years of experience as an Army officer. He served in a variety of command and staff positions at varying levels within the Army. Mr. Lloyd retired from the Army in 2003 as a Lieutenant Colonel. Mr. Lloyd is Level III certified in Contract Management and Program Management and is a member of the Army Acquisition Corps. He successfully completed the Program Manager’s Course, Command and General Staff College, and numerous other federal procurement and acquisition courses. Mr. Lloyd received his BS degree in Accounting from Central State University in Wilberforce, Ohio. He is a Distinguished Military Graduate, and has received numerous military awards and decorations for superior service during his military career.
