GSA is currently developing the next unrestricted Alliant 3 GWAC and are still on track to issue a second draft RFP in Q1 FY24.

GSA Alliant 3 has a Point-Based Evaluation System. The maximum number of available points is 91,200. Certifications Really Count. Here are some highlights: (section L.5.4)

- CMMI - SVC or DEV LEVEL II: 1000 points
- ISO 9001: 1500 points
- ISO 20000: 1500 points
- ISO/IEC 27001: 1500 points
- Adequate Cost Accounting System: 5500 points
- Approved Purchasing System: 1500 points
- Acceptable Estimating System: 200 points

CIO-SP4 is an indefinite-delivery and indefinite-quality contract with a ceiling of $50 billion and a five-year option. CIO-SP4 will replace the CIO-SP3 contract which is now extended until April 29, 2024.
“Based on the GAO decision, as well as additional decisions, NITAAC plans to take the corrective action required to reevaluate all proposals, consistent with the decision."
Here are some caveats of the most recent CIO SP4 RFP - (Certifications Count)
L.5.2.5 CMMI Certification Level 2 - Offerors may award themselves 300 points if they possess a level 2 CMMI appraisal or higher.
L.5.2.6 Earned Value Management System - If the offeror has an EVMS or cost / schedule control system that is compliant with EIA-748, they shall award themselves 300 points.
L.5.2.7 Acceptable Estimating System - If the offeror has an acceptable estimating system, they shall award themselves 300 points.
L.5.2.8 ISO 9001 Certification - Offerors may award themselves 300 points if they possess an ISO 9001 certification.
L.5.2.9 ISO 20000 Certification - Offerors may award themselves 300 points if they possess an ISO 20000 certification.
L.5.2.10 ISO 27001 Certification - If an offeror has an ISO 27001 certification, they may award themselves 300 points.
L.5.2.11 Approved Purchasing System - If an offeror has an approved purchasing system, they shall award themselves 200 points.

The NASA SEWP VI RFP Just Came Out
Here's what it say about ISO 9001 and CMMI Certification
"All categories: The Offerer must provide third party compliance verification with the ISO 9001 standard via current ISO 9001:2008 or 9001:2015 Certification of Conformity/ Conformance. The offeror shall provide POC information that includes the name of the Certification Body and name, address , phone number and email of the representative who provided ISO 9100 Certification.
For Category B and C: The Offerer must provide third party compliance verification with Capability Maturity Model Integration (CMMI) via a current CMMI-Development (CMMI-DEV) or CMMI-Services (CMMI-SVC) Appraisal at Maturity Level 2 or higher. Verification requirements include a copy of the Offerer's official Appraisal Disclosure Statement from a CMMI Institute Certified Lead Appraiser. The official Appraisal must be current (active, not expired) as of the date the proposals are due. The Offerer must provide POC information including the name of the Appraisal Body and name, address , phone number and email of the representative who provided the CMMI appraisal.
